With reference to Foreign Office letter
No. F 129/60/10 of 4th February and to previous correspondence regarding the import of arms into China, I am directed by Secretary Sir John Simon to inform you that the Counsellor to the French Embassy on the 18th February made the oral enquiry whether His Majesty's Government were proposing to modify the restrictions to which the export of arms to China is subject. M. Cambon stated that the French Government had also addressed enquiries regarding present procedure to eight Governments, and that satisfactory replies had been received from all Governments except the Japanese. He was informed that the question of the Japanese reply would be studied and that a communication would be made to the French Embassy as soon as possible.
2. Sir John Simon is of the opinion that. Canbon's enquiry provides a suitable opportunity for informing the French Government of the position as it appears to His Majesty's Government. He would propose, subject to the concurrence of the Board of Trade, to inform the French Government of the tenor of the replies which have been received, and at the same time to make a similar communication to the United States Government.
